DECLARE WAR IS LEGAL ON THE HISTORICAL SECURITY COUNCIL!

The Countries from Latin America don't agree with Europe.

The debates on the Historical Security Council are increasing there. The Latin American countries' delegations want to form a union against Europe. The Mexican delegation doesn't have a declared position. 

During the first day of discussion at the 2024 SPsMUN Historical Security Council, a really important debate is happening about Operation Condor, the Historical Security Council is looking for an agreement. Operation Condor is an alliance between the governments of Latin America, created by military leaders, on 25 November 1975. Brazil, Chile, Cuba and other delegations from Latin America made a type of union to stay stronger for the debates because they have similar politics (dictatorship). The delegation of Mexico is looking for a position. Mexico doesn't have a dictator and doesn't agree with the position of Latin America, which is trying to convince the nation to join the union, with a speech based on geography and political arguments. Above that, in an interview for Xinhua News, the Guatemala delegation said: “Mexico is lost in the debate. All Latin American countries are looking for Mexico because it is an important part of getting to a conclusion.”

On the Other hand, there is the delegation of the USSR against the Latin American Union, and accuses them of breaking Human Rights and using military force on the population. Above it, Mexico has good intentions with the USSR, because it disapproves of the crimes committed by Latin American countries. The USSR is totally against the U.S., one of the headers of Operation Condor.

During the committee, it was announced to legally declare war, but delegations chose to wait for this. The delegations are working into the union, but the second day is a possibility for declarations and resolutions. Until now, the U.S. and Latin America wanted peace, but the USSR didn't like this speech, because it wanted to avenge the crimes committed by Latin American countries. The day finished with no one in agreement, but the tensions were getting bigger, the countries didn't get away from their positions, and war was an option. The binary dispute is a global issue, and the delegations are looking for their own beneficiaries.
